Role & Responsibilities
In supporting the provision of timely and appropriate health and shelter assistance for Syrian refugee and vulnerable Lebanese, the MEAL Project Manager is responsible for assessments and MEAL activities within the programme. As such, s/he will manage and oversee the assessments team and two MEAL teams (health and shelter), as well as internal and external referrals. Applicants must have humanitarian / development experience in data collection and analysis, and be able to contribute towards programme design, adaptation and best practice.
Project Overview
Medair Lebanon is responding to the Syrian refugee crisis in Lebanon by delivering emergency humanitarian assistance to Syrian refugees and host communities in Lebanon. Projects are in the sectors of Health, Shelter, Information Management and Mapping. The team consists of around 80 national and international staff.

Key Activity Areas
Shelter assessments
• Oversee the collection and management of accurate and consistent assessment data from Syrian refugees to inform shelter programming.
• Lead the annual unified assessment process and emergency assessments.
• Oversee the development and/or modification of all assessment tools, both internal and external.
• Lead the cash component of shelter assistance in informal settlements.
• Represent Medair at the national shelter technical working group.
• Coordinate with I/NGOs, UN agencies, and shelter sector.
• Oversee Medair’s partnership with its national shelter partner as it relates to assessments.
• Contribute to donor proposals and reporting as it relates to assessments.
Shelter MEAL
• Oversee the monitoring of all shelter activities, with reference to key indicators, to help Medair and its partners learn quickly and be accountable for its work.
• Oversee the development and/or modification of all shelter MEAL tools, both internal and external.
• Oversee all field data collection, analysis and report writing.
• Oversee the process of internal learning from monitoring activities and implementation of actions.
• Promote innovations in data collection, analysis, and communication of findings.
Health MEAL
• Oversee the implementation of the health M&E plan for Medair’s clinic support and community outreach.
• Oversee the development of tools, data collection, analysis and dissemination of findings for regular and periodic surveys including: the clinics patients perception survey, the clinics staff survey, behaviour change communication surveys, and the annual KPC survey.
• Lead the consultant engagement (ToR, recruitment, contracting, communication) for the KPC survey
• Contribute to donor proposals and reporting as it relates to Health MEAL.
Referrals
• Oversee internal and external referral systems, including shelter Google doc and RIMS.
• Attend national level RIMS coordination meetings.
Evaluations
• Oversee / manage evaluations, in collaboration with project teams and external consultants.
Cross cutting
• Promote accountability to affected populations principles and good practice.
• Participate in collaboration with external entities, (e.g. American University of Beirut -AUB).
Staff Management - Assessments / MEAL Teams
• Line manage the Assessment Manager, the Health MEAL Officer, and the two Shelter MEAL Assistants.
• Hold regular meetings with line managed staff, and teams, to review progress and achievement of objectives. Assist in the recruitment of staff.
• Encourage the professional development of all managed staff and teams, including in assessment and MEAL skills and good practice.
• Promote the health and security of the Assessment and MEAL teams in the field by ensuring the application of security guidelines.

This job description covers the main tasks that are anticipated. Other tasks may be assigned as necessary.
Qualifications
• Degree in public health, biostatistics, international development or other relevant social science.
• 5 to 8 years of experience in survey design, data collection, management, analysis and use, in humanitarian or development settings, including using software such as ODK, Magpie or equivalent.
• Experience in applying statistics in humanitarian or development settings, including using software such as Excel, SPSS, STATA or EPI info.
• Strong working knowledge of English (spoken and written).
Experience / Competencies
• 5 years of relevant work experience in a humanitarian setting.
• 5 years working in MEAL / equivalent, including research and evaluations.
• 5 years of management including proposal and report writing.
• Experience working in a cross-cultural setting. Good inter-personal and conflict resolution skills.
• Problem solving ability, excellent communicator, good numerical and report writing skills.
• Able to develop and maintain effective relationships with internal and external stakeholders.
• Capacity to work under pressure and manage personal stress levels.
