The Lebanon programme is responding both to the Syrian refugee crisis and the impact of the deteriorating economic and humanitarian crisis across the country on Lebanese. Medair has projects in Health, Mental Health & Psychosocial Support, Shelter and GIS Mapping, working in governorates across the country. Main Responsibilities: The Programme Funding Officer will be responsible for the overall delivery of Medair’s [Sector] programming in Lebanon. The main responsibilities and activities may be changed according to the priorities, the organization of work, and the team setup. 1- [Sector] Management and Oversight: - Responsible for the overall delivery of all of Medair’s [sector] projects within Lebanon, and meeting donor obligations. - Lead the [sector] strategic development process, and collaborate with the [Sector] Project Manager and other members of the team to the implement the [Sector] strategy in the field - Provide technical oversight in all aspects of the project cycle, including a key focus on evidence-based adaptions during the project period, and incorporating lessons learned within future programmatic design, and ensuring adherence to all global and Medair standards. - Ensure integration and coordination among all [sector] projects, ensuring resources are used efficiency and effectively - Lead the development of new project proposals, including the development of activities design for new [sector] activities in alignment with strategic direction of Medair’s programming in Lebanon. - Supervise and monitor the development of reporting systems for data collection, analysis and follow-up and feedback to relevant staff, donors, partners and other agencies. - Maintain technical oversight of XX, XX, and XX supplies ordered. - Ensure that the facilities and relevant teams meet the high-quality standards by following the Performance Based indicators approach. - Actively propose solutions or modifications to ensure efficient systems within the [sector] sector and ensure these are standardized within the team - Maintain a catalogue of Standard Operating procedures for project activities, and develop and maintain a standardized [sector] logframe encompassing all Medair [sector] activities within Lebanon 2- Coordination and Representation: - As the lead [sector] focal point, develop and maintain high-level external relationships with Ministry of Public Health, Ministry of Social Affairs, UN agencies, local government, NGOs, donors, partners and other stakeholders to raise awareness and advocacy for key [sector] specific issues at a national level. - Proactively seek out opportunities to work with iNGO and Lebanese NGOs to form consortia and partnerships aimed at expanding programming across Lebanon - Represent Medair at all national working groups and ensure information is coherently shared across wider [sector] team, and Medair’s Senior Management 3- Technical and Quality Responsibilities: - Ensure [sector] projects are implemented in line with donor requirements. - Recommend and lead adaptions to ensure the quality of [sector] projects and interventions. - Contribute to Medair’s regional approach in the Middle East, in particular through sharing relevant information and resources; and contributing to the development of common approaches. - Setting up the internal guidelines and SOPs for Medair for future implementation of [sector] interventions - Actively collaborate with MEAL to ensure a data-driven approach is considered in all adaption processes. 4- Reporting: - Ensure accurate and timely written reporting from assigned staff according to Medair, donor and other applicable timeframes and formats. - Provide accurate regular reports, statistics, and documented results and maintain detailed records of the overall [sector] program activities in the field. - Active engagement and leadership of Medair’s monitoring and evaluation activities 5- Financial Management: - Work with the relevant field managers and GSO staff to plan and construct [sector] budgets. - Provide recommendations and interventions to correct any identified deviations (related to compliance, over and under expenditure) that impact budget adherence. - Ensure all expenses are according to budget and meet the Medair standards with regards to financial management, including accountability and good governance PERSON SPECIFICATION: Minimum of 3 years of related experience Native english speaker Extensive Experience managing [sector] projects and working in humanitarian emergency context Experience in team management Experience in strategy design and implementation. Experience in the design, monitoring of implementation and evaluation of [sector] programmes. Experience in reporting and proposal writing Computer literate with good working knowledge of Microsoft Excel, Word and Outlook, Access & XLS format, Generally Tech Savvy Enjoys a challenge and works hard to achieve objectives Passionate about serving the poor Self-motivated and Enthusiastic Desire to learn new skills and different approaches to situations Capacity to work under pressure and manage personal stress levels Ability to adapt communication strategies for different situations Creative, Flexible and open-minded in all
