Job Title: Project Coordinator, Zahle Location: Zahle, Lebanon, with occasional travel to Beirut. Job Holder Reports To: Country Director, Lebanon Reporting to Job Holder: Health PM, Shelter PM, Information Management PM, Assessments and M&E Manager, Distribution Manager and Community Liaison Officer. Overall Purpose: As a member of the Medair Lebanon Senior Management Team (SMT), the Project Coordinator is responsible for the overall management of the Medair office in Zahle. He or she provides strategic leadership and direction for the Zahle programme, and oversight of all Medair projects and activities, working closely with project managers, managers, and sector leads. The Project Coordinator is responsible for external coordination at the field level – liaising with other humanitarian agencies, coordination bodies, and donor field offices. From time to time, the Project Coordinator is expected to cover for the Country Director and to attend national level meetings and donor meetings in Beirut. Project Overview: Medair Lebanon is responding to the Syrian refugee crisis in Lebanon by delivering emergency humanitarian assistance to Syrian refugees and host communities in Bekaa Valley, Mount Lebanon and Saida. Projects are in the sectors of Health, Shelter, Information Management and Mapping. The Project Coordinator leads a large team (around 80 individuals) of national and international staff. The Health programme comprises two projects. One is focussed on the delivery of primary healthcare services by supporting 6 MoSA Social Development Centres in Bekaa Valley. The other one aims to improve the well-being and resilience of Syrian refugees and Lebanese women, girls, men and boys (WGMB) affected by conflict and sexual gender-based violence (SGBV). The Shelter programme includes the assessment of shelter needs in the Informal Settlements in Bekaa Valley and the distribution of shelter kits to the Syrian refugees. This intervention is done regularly and also as response to emergency like flood, fire and eviction. Medair runs also fire prevention programme in the Informal Settlements in Bekaa. Moreover Medair works to upgrade residential Sub-Standard Buildings, repair non-residential building and to provide shelter assistance for people with limited mobility in Bekaa Valley and Mount Lebanon. Medair is the leading agency for the Inter Agency Mapping Platform in Lebanon. Medair mapping team visits daily the Informal Settlements to collect data on the updated locations of the settlements, the number and types of structures in each settlement (tents, self-built, prefabricated, non-residential structures), and the number of individuals in each structure. This data serves as the common baseline for all humanitarian response in all informal settlements across Lebanon for activity planning, gap identification, assessments, monitoring, and coordination. Major Duties and Responsibilities Project Management • Oversee the overall implementation of the designated project(s) in consultation with the relevant Project Manager(s) and in accordance with the project proposals, ensuring objectives are met within the required time frame and budget. Where necessary ensure preventative and corrective action is taken. • Manage a comprehensive activity plan for the designated project(s), including resource needs analysis, covering the time frames of the project proposals. • Coordinate the emergency shelter response of Medair team in Bekaa Valley. • Support Project Manager(s) in day-to-day decision making as required. • Ensure that regular monitoring and evaluation assessments against project objectives are conducted and reports made to the relevant in-country or HQ managers, and to donors where necessary. • Maintain an overview of the country context with a view to the strategic development of new projects, both in current sites and in surrounding regions. This may include baseline needs assessments. • Working closely with Project Managers, develop and produce new concepts and proposals, in coordination with the Program Funding Manager, Deputy Country Director and Country Director. • Develop, in coordination with the Senior Management Team, an implementation strategy which is appropriate to the country context and strategy. • Support Project Managers to submit regular monthly project reports, and any other programme reports. • Support Project Managers to ensure that all relevant documents related to the designated project(s) are produced and filed according to Medair and donor guidelines. Representation • Develop and maintain relationships with relevant stakeholders (e.g. beneficiaries, community leaders, local and national government officials, donors, UN agencies and other NGOs or partners) and represent Medair at relevant meetings (e.g. state and local government, sector-coordination and security) in order to facilitate and ensure cooperation and partnerships. • Seek out and actively participate in relevant local networks or task groups on specific humanitarian aid issues. • Accompany donors on field trips and ensure programme details are transmitted in a timely and professional manner. Financial Management • Support Project Managers to construct the budgets for the designated projects, in collaboration with the relevant Sector Advisers, Country Director, Support functions and in particular Deputy Country Director. • Working with the relevant Project Manager(s), ensure that budgets are spent according to donor proposals and regulations and within the appropriate timeframe, and liaise with Deputy Country Director in making any budget adjustment recommendations to the Country Director. • In coordination with the Deputy Country Director, monitor the spending of the designated project(s) to ensure they operate in line with Medair and donor guidelines for financial accounting and reporting practices. • Exercise budget authority up to 10,000 USD on project expenses and support (base) costs. Staff Management • Direct line management of assigned staff (see above). • Ensure (in coordination with the HR department and Deputy Country Director that all personnel related issues for the staff of the designated project(s) are carried out in accordance with Medair guidelines. This includes recruitment, appraisal, objective setting, development and training, disciplinary action, etc. If applicable, work with the relevant Manager(s) • Ensure (in coordination with the HR department and Deputy Country Director) that staff receive appropriate and adequate training by providing mentoring and coaching and through the promotion of capacity building of local staff. • Hold regular team meetings and build an effective team through a consultative leadership style and a transparent, honest and supportive communication structure. • Promote the health and safety of the staff of the designated project(s) by ensuring the application of safety guidelines, health and safety in the workplace and healthy living conditions and practices. Security Management • Responsible for security and safety of the team working in the field. • Monitor and review, with the National Security Focal Point, the security status of the area(s) of operation on a regular basis, liaising as applicable with local authorities, other NGOs, the UN or other relevant security bodies. Make reports, as appropriate, to the Country Director. • Ensure all staff members working for the designated projects and all visitors receive appropriate security briefings and on-going training in security-related topics. • Oversee and monitor staff adherence to security protocols, including security incident reports and accident reports. • Ensure security plans and protocols for the area(s) of operation (Bekaa valley) are updated and implemented in response to changes in the security situation, in coordination with the Country Director and National Security Focal Point. • Part of the national Security Management Team. • In the event of an in-country crisis, support the Crisis Management Team as required. Quality Management • Ensure designated project(s) are implemented in line with donor proposals and requirements and in accordance with Medair, donor, country and international standards e.g. Sphere and CHS standards, WHO recommendations, etc. • Follow the direction of the relevant advisors at HQ regarding quality, strategy and technical guidelines. • Regularly assess and provide feedback and recommendations on the quality of the programmes and interventions during field visits and at other relevant situations. • Promote and use the Medair e-library and other operating procedures, ensuring that all standardised formats are used and guidelines are followed. Delegated Responsibilities • Preparation and writing of donor proposals and reports in collaboration with the Programme Funding Manager and as appropriate the relevant Sector Managers and other senior in-country and HQ managers. • Implementation of the assigned project(s) within budget and the agreed time frame. • Management of the applicable budget(s) for the assigned project(s). • Authorisation of expenditure on applicable budget lines as agreed by the Country Director. • Line management of assigned staff, including recruitment, performance monitoring, disciplinary action, etc. • Responsibility for security of project staff and Medair assets in the Zahle office. • Representation of Medair at relevant meetings and through relationships with external partners (e.g. community leaders, local and national government officials, UN agencies and other NGOs).
